the year-over-year (YoY) rate in the rent index has been around 2% for the past two years, a relatively high level. The YoY growth rate in March was 2.24%, the highest increase in the past year. Over the past decade, the average annual increase in the rent index was 1.1%. However, since July 2022, the growth has exceeded 2% and has remained at this level. DGBAS officials pointed out three main factors that contributed to the rise in rent. First, the cost of maintaining houses has increased. In recent years, the increase in residential maintenance costs has been significant, with a sharp rise of 5.8% in 2022 and increases of over 3% in 2023 and 2024. 

Housing prices in the Science Park in Taibao, Chiai County, have significantly increased due to the possibility of Taiwan Semiconductor Manufacturing Company (TSMC) establishing a 1-nanometer factory in the area. Although the news is not confirmed, the anticipation has led to a surge in pre-sale housing prices, with pre-sale apartment buildings increasing by 8.8% and townhouses rising by 12.6% between 2019 and 2023. TSMC has expressed its land needs to the Southern Taiwan Science Park Management Office, but the final decision to set up the factory depends on various factors. According to the Ministry of the Interior’s statistics, the price per ping in Chiayi County has soared by 65% from NT$101,500 to NT$167,100 between the first quarter of 2018 and the third quarter of 2023. Analysts believe this trend could continue as Chiayi County actively promotes industrial transformation and has six emerging industrial parks, including the potential site for the TSMC factory, the Chiayi Science Park. With the addition of nearby Tai Sugar Corporation’s land, it may meet TSMC’s requirement for a 100-ping plant. Despite the migration issue in predominantly agricultural Chiayi County, TSMC’s factory has the potential to stimulate the housing market by attracting younger out-of-town individuals and influencing the county’s buying and leasing market.

The Kuomintang (KMT) presidential candidate, Hou Yu-ih, listed the ten major policy failures of the ruling Democratic Progressive Party (DPP) during a livestream presidential debate. These failures include ineffective energy policies, food safety violations, deteriorated public security, debt burdening future generations, critical issues in people’s livelihoods, housing injustice, rising cross-strait military threats, plummeting wages, skyrocketing house prices, and ineffective pandemic responses. Hou elaborated on specific examples such as solar power corruption, tainted food black market dealings, overspending on ＂forward-looking＂ infrastructures, a lack of electricity and water, regulatory failure in the National Communications Commission (NCC), failed social housing policies, the threatening potential of military conflict, income inequality at a ten-year high, and around 20,000 deaths during the COVID-19 pandemic. Hou expressed regret over his opponent, DPP presidential candidate Lai Ching-te’s campaign methods, accusing him of slander and displaying incompetence and unscrupulousness. Hou confirmed his opposition to Taiwanese independence while claiming that Lai advocated for it. He also criticized former Taipei Mayor and current Taiwan People’s Party (TPP) presidential candidate Ko Wen-je for not responding to this issue. Hou emphasized his lifelong pledge to remain loyal to the Republic of China’s flag and safeguard Taiwan’s democratic freedom.

Taiwan’s central bank has announced that it will maintain its interest rate for the third consecutive time in its quarterly board meeting. The decision was influenced by price changes and the need to balance stabilizing consumer prices with sustaining economic growth. Despite rising consumer prices due to natural disasters, the central bank remains optimistic and expects the inflation rate to drop below 2% next year. Forecasts for Taiwan’s GDP growth rate in 2023 are more positive, projected to reach 3.12%. In contrast to the Federal Reserve in the U.S., Taiwan’s central bank stated that its monetary policy approach would be adjusted gradually based on the country’s economic conditions. Despite high housing prices, the central bank has decided against imposing stricter measures or withdrawing from market intervention to avoid further impact on the property market.

Kuomintang (KMT) presidential candidate Hou Yu-ih has unveiled a new housing policy aimed at helping young people in Taiwan purchase their first homes. The initiative is targeted at individuals under 40 years old who have never owned property and face income restrictions. Under the plan, qualified buyers can receive a loan of up to NT＄15 million with no down payment required. They will also enjoy a 0.5% subsidy on their mortgage interest rates, with public banks cutting the rates in half after five years. The policy will last for five years and includes restrictions on reselling the purchased properties for a maximum of ten years to address housing market speculation concerns. Hou criticized the current New Residential Loans Policy for its lack of age and income restrictions, allowing affluent individuals to benefit and non-first-time buyers to take advantage of policy perks. The plan aims to ensure fairness and accessibility for those in genuine need of support in purchasing their first homes.

Ruentex Development Co.’s new real estate property, ’Ruentex Yangbei (潤泰央北),’ in New Taipei City attracted hundreds of buyers who queued up for up to two hours to view the three homes up for sale. The property, located in the readjustment Yangbei district, set a new record for the highest price per ping in the area, with homes selling for over NT＄900,000 per ping after negotiations. Each Ruentex Yangbei property is priced between NT＄25.92 million and NT＄29.52 million, with an average unit price of around NT＄720,000 per ping. Situated at the intersection of Sixin First Road and Yangbei Second Road in Xindian, the property consists of three underground floors and 20 above-ground floors, housing a total of 185 units. Despite concerns about a cooling property sector, the strong demand for these properties since their launch in 2021 has surprised many. One online user commented, ＂It is hard to believe the housing market is cooling, seeing people buying properties like buying vegetables.＂
